I'd normally look for in below order: support (technical support is very important), value for price (you will get what you pay for), uptime and reliability!

Great customer service. I pestered a lot of them and wasn't always kind to them. Try one of these Japan dedicated servers.
NetShop Isp team still gives me prompt, professional service and have solved all my problems and defused all of my worries.

Before choosing a web host check if they offer flexibility of upgrading to a higher hosting package, just in case you run out of the allocated resources.
Try and check their response time, also if they have a live chat service then get things cleared with them.

Recommend Hostnamaste.com openvz vps more than highly. They are good for running Joomla, wordpress, ecommerce and other kind of web sites.
The technical support is outstanding - support tickets tend to get a response within minutes, which usually resolves the problem.

Maybe cheaper but better you check out other site as well.

I have tried other hosting providers, but Regvps.com linux vps is just better in every way.
