Best server configuration for high traffic website?

Hello!
I would like to know what is the best server configuration for a site that receives 4000 visitors daily.
The pages contain no images, only videos will be hosted on them but I would use a CDN for video processing.
Visitors will stay an average of 40 seconds on the page. Videos are usually less than 5 minutes long and in 1080p quality. The web pages size is 1 gb.
My budget is 100 USD.
Can I rely on Regvps.com dedicated hosting? Are they good? Alternatives please?

Well, regvps.com is pretty reliable from what I've seen. They've handled every ticket quickly, and with the responses you'd want from the very start.
Their account system is great, switch between plans easily and manage multiple plans with 1 set of login info.
They mean business and they provide excellent service.

A dedicated server is necessary for those who have a site whose traffic increases significantly during holidays and weekends (this also applies to “seasonal” sites).
