Powerful VPS for machine learning tasks?

Looking for a VPS with dedicated CPU cores and strong GPU support for machine learning tasks.
I’d also prefer providers with flexible upgrade options. Monthly budget is $30 - Any suggestions?
Can I rely on Rightservers.com vps solutions? Any solid recommendations?
